Understanding an environmental violation, a protected marine area, or a civic accountability gap in Mexico requires navigating multiple government systems, interpreting legal frameworks, cross-referencing scattered records, and synthesizing sources that were never designed to work together. The research burden is high. The expertise required is real. And the results are rarely legible to the people who need them most.
Esoteria builds Public Intelligence platforms that collapse that legwork. Each platform aggregates and reconstructs the relevant public data around a specific cause — organizing it into a single coherent interface that produces a clear, actionable output for a defined audience.

Denuncia Popular
Citizens across Baja California and Mexico witness environmental violations — contaminated water, illegal dumping, land use abuse — and have no clear path to legal action. Denuncia Popular aggregates the relevant legal framework, jurisdictional logic, and PROFEPA filing requirements into a single guided interface. You describe what you witnessed. The platform generates a formally structured legal complaint under LGEEPA Arts. 189–193, directed to the correct authority. Privacy-first. Open for public use.

The Bahía de Todos Santos World Surfing Reserve is a protected marine area off the coast of Ensenada. Understanding vessel activity in and around the reserve requires querying satellite datasets, interpreting AIS data, and cross-referencing geographic boundaries most people cannot access. Vigía does that work. It aggregates Global Fishing Watch satellite data against the reserve's boundaries and surfaces vessel behavior, incursion events, and anomalies in a single public interface. We start with a specific environmental or civic cause and a defined audience. The platform exists to serve that audience around that cause — nothing more, nothing broader.
Identify and Reconstruct the Relevant Public Data
We identify every public data source relevant to the cause — government databases, legal frameworks, satellite feeds, institutional records — and reconstruct them into a governed, structured layer. This is the core technical work.

All Public Intelligence work is scoped to publicly available sources. No private, personal, or user-generated data is ingested without explicit governance framework and consent architecture.
Aggregation Over Attribution
Outputs focus on regional and systemic patterns. We do not produce individual-level reporting. Intelligence is designed for institutional use, not surveillance.
