The Problem

Public civic and environmental data is not missing. It is unreadable.

Across Mexico and Latin America, critical public data exists in massive volume — environmental impact assessments, water quality reports, civic complaints, municipal budgets, land use records. The information is technically public, but functionally inaccessible. It lives as scanned PDFs, inconsistent spreadsheets, legacy databases with no metadata, and narrative reports disconnected from geospatial context.

The result is that meaningful regional intelligence — around infrastructure stress, environmental risk, civic accountability, and resource allocation — remains inaccessible to the institutions that need it most. Data reconstruction is the missing layer.

What Public Intelligence Does

Esoteria's Public Intelligence division converts fragmented public data into durable, structured intelligence assets through a governed data reconstruction pipeline.

PDFs, scanned documents, spreadsheets, and narrative reports are converted into machine-readable structured text with full source provenance and temporal metadata.

Semantic Indexing

Structured documents are encoded into semantic vector indexes, enabling cross-document pattern detection, topic clustering, and temporal trend analysis that no manual review could surface at scale.

Clustering & Anomaly Detection

Issue clusters are identified across time, geography, and reporting source — surfacing systemic patterns, temporal emergence, and cross-jurisdictional correlations that remain invisible in raw document sets.

Geospatial Intelligence Layer

Reconstructed data is joined to geographic boundaries, infrastructure layers, and watershed maps — producing municipality-level environmental and civic risk indicators with full spatial and temporal context.

Baja California, Mexico

The initial Public Intelligence pilot is anchored in Baja California — a binational corridor region with high environmental consequence and growing civic accountability demands.

The pilot reconstructs publicly available civic and environmental data including CONAGUA water quality reports, municipal environmental impact assessments, SEMARNAT compliance records, and Denuncia Popular citizen reports. No personal data is ingested. No individual-level reporting is produced. Outputs are aggregated regional intelligence designed for NGO partners, researchers, and civic institutions — not for surveillance or enforcement.

The methodology is intentionally modular. Data sources, processing pipelines, and intelligence outputs can be adapted to other regions without redefining the core architecture.

Denuncia Popular

Denuncia Popular is Esoteria's legal complaint generation platform — built for Mexico and Latin America. It enables citizens to transform observations of environmental violations into legally valid claims under LGEEPA (Arts. 189-193), submitted directly to PROFEPA for institutional review.

It is not an app. It is a legal complaint generation platform built on Mexican environmental law. Citizens input observations, the platform generates a legally valid environmental complaint, and the claim is submitted to PROFEPA for institutional review. Privacy-first architecture ensures full anonymity.

Denuncia Popular originated from direct community engagement in Baja California, where the absence of structured civic reporting was a recurring barrier to accountability. It is Esoteria's demonstration of Public Intelligence doctrine applied to citizen-generated data.

Public Data Only

All Public Intelligence work is scoped to publicly available sources. No private, personal, or user-generated data is ingested without explicit governance framework and consent architecture.

Aggregation Over Attribution

Outputs focus on regional and systemic patterns. We do not produce individual-level reporting. Intelligence is designed for institutional use, not surveillance.

Transparent Methodology

All data sources are documented with full provenance. Processing pipelines are reproducible. Outputs are traceable to their source material.
